A passion for the people and history of the Lower 9th Ward – CSED’s Board of Directors sees great potential in preserving the community’s culture and sense of place while pursuing a more sustainable, more resilient future. Together, they are called to represent all Lower 9 residents and advance the organization’s unique mission and goals.

William P. Waiters, Chair

Bill Waiters, a resident of the Lower 9th Ward since 1974, is the father of three daughters, two of whom are 9th Ward residents. His third daughter is U. S. Army retired, lives in McLean, Virginia with his granddaughter. Bill attended Loyola University on a basketball scholarship. He is the Past President of the Holy Cross Neighborhood Association and presently serves as Board Chair of the Holy Cross Neighborhood Association and CSED’s Board Chair. Bill is a member of the New Israel Missionary Baptist Church, where he serves a secretary of the Deacon Board and Chairman of the Trustee Board. On November 1, Bill retired from Domino Sugar after 39 years of service.

Charles Allen, City of New Orleans, Secretary

Charles E. Allen III, MSPH, is Advisor for Coastal and Environmental Affairs to New Orleans Mayor Mitchell J. Landrieu. He also serves as Director of the New Orleans Office of Coastal and Environmental Affairs. Before joining the city, Charles was an Assistant Director of External Affairs at the Tulane/Xavier Center for Bioenvironmental Research, where he directed all education and outreach programming and served as the public relations point of contact for the center. He is also a past President, Board Chair and Vice Chair of the Holy Cross Neighborhood Association; until spring of 2010, he served as acting director of the Lower 9th Center for Sustainable Engagement and Development. In addition, he serves as a member of the local Times-Picayune Christmas Doll and Toy Fund and as a board member of a partnership and project known as REACH-NOLA, which works to improve access to quality health care for New Orleans residents. He is also a member of the board of directors of the Louisiana/Haiti Sustainable Village Project. Finally, he serves on the Louisiana Governor’s Advisory Commission on Coastal Restoration and Protection.

Charles, a lifelong resident of New Orleans, is a proud graduate of Xavier University of Louisiana where he received his Bachelor’s of Science degree in Biology in spring 1995. He is also a graduate of the Tulane University School of Public Health and Tropical Medicine where he received his Master’s of Science in Public Health in fall 1998.


Calvin Alexander, Lower Ninth Ward

Calvin is a lifelong resident of the Lower Ninth Ward and past president of the Holy Cross Neighborhood Association.

Greer Goff Mendy, Lower 9th Ward

Greer is a licensed attorney with a solid background in public housing, construction, succession, probate law, entertainment and art law, with a strong emphasis in corporate sponsorship. In 2000, she founded and continues to direct the Tekrema Center for Art and Culture, a cultural arts organization dedicated to the maintenance, development and perseverance of African and African Diaspora art and culture. Tekrema has served children and adults for ten years, recently providing a Saturday arts program for youth and performance series in the Lower 9th Ward. Previously, Greer worked for the Housing Authority of New Orleans, the New Orleans Legal Aid Bureau, O’Keefe, O’Keefe and Bernstein, and the City of New Orleans. Her educational background includes a Jurist Doctorate from the Southern University Law Center, the National Institute of Trial Advocacy, and a BA in Political Science from Xavier University.
